【摘要】:Thistestmethodisconsideredsatisfactoryforacceptancetestingofcommercialshipmentssincethistestmethodhasbeenusedextensivelyinthetradeforacceptancetesting.IncaseofdisputearisingfromdifferencesinreportedtestresultswhenusingTestMethodD584foracceptancetestingofcommercialshipments,thepurchaserandthesuppliershouldconductcomparativetestingtodetermineifthereisastatisticalbiasbetweentheirlaboratories.Competentstatisticalassistanceisrecommendedfortheinvestigationofbias.Asaminimum,thetwopartiesshouldtakeagroupoftestspecimensthatareashomogenousaspossibleandthatarefromalotofthetypematerialinquestion.Thetestspecimensshouldthenbeassignedinequalnumberstoeachlaboratoryfortesting.TheaverageresultsfromthetwolaboratoriesshouldbecomparedusingStudent''st-testforunpaireddataandanacceptableprobabilitylevelchosenbythetwopartiesbeforetestingisbegun.Ifabiasisfound,eitheritscausemustbefoundandcorrectedorthepurchaserandthesuppliermustagreetointerpretfuturetestresultsinthelightofknownbias.Thewool-basecontentofwoolinanyconditionorformisabasicquantity.Fromitmaybecalculatedcommercialmassesoryieldsinanyofthevariousrecognizeddefinedsystemsusedininternationalcommerce(Note1).TheproceduresfordeterminingthewoolbasecontentofgreasywoolprovidedinthistestmethodandinIWTOMethod19-85(E)areinessentialagreement.Note38212;Thisisnottrueforscouredwool,asIWTOMethod19-85(E)doesnotrequirerescouringofscouredwoolcontaininglessthan5%residualgrease.Notallofthewoolbasepresentinalotofrawwoolcanberecoveredinusefulformbycommercialcleaningoperations.Theamountofwoollossvaries,dependingonfactorssuchasthecharacterofthewool,thenatureandpercentageoftheimpuritiespresent,thecleaningprocessandequipmentused,andsoforth.NoASTMstandardspecifiesorrecommendsanyspecificprocedureorpracticeforestimatinganticipatedlossofwoolduringcommercialcleaning(orother)operations.Thefollowingstatutorypracticeisdescribedsolelyforinformation:ForthepurposeofdutyassessmentonimportationsofrawwoolintotheUnitedStates,theTariffSchedulesoftheUnitedStatesprovidesastatutoryformulaforcalculatingtheallowancetobemadeforwoolx201C;thatwouldordinarilybelostduringcommercialcleaningoperations.x201D;Theformulaisbasedonthecleanwoolfiberpresent(calledx201C;absolutecleancontentx201D;intheTariffSchedules)andonthevegetablematterpresent.Theallowance,intermsofcleanwoolfiberpresent,isequalto0.5%ofthecleanwoolfiberpresentplus60%ofthevegetablematterpresent,thetotalallowancenottoexceed15%ofthecleanwoolfiberpresent.Thedutiablequantity(calledx201C;cleanyieldx201D;intheTariffSchedules)isthedifferencebetweenthecleanwoolfiberpresentandtheallowancesocalculated.1.1Thistestmethodcoversalaboratoryprocedureforthedeterminationofthewoolbasecontentandthecleanwoolfiberpresentinsamplesofrawwool.Thistestmethodisalsoapplicabletootheranimalfiberssuchasmohair,cashmere,alpaca,andcamelhair.【英文标准名称】:GuidelinesforthePreparationofStandardProcedurestoDeterminetheNoiseEmissionfromSources
